What directory are you installing the plugins to on the server? Almost all plugins require installation of their files into the /plugins subdirectory of the Movable Type installation directory on the server.
Are you browsing to the System Overview > Plugins page immovable Type to see if a plugin has been successfully installed and is recognized by Movable Type? Not allplugins have weblog-level settings, and those which do not would not be listed on the Tools > Plugin page for a particular weblog in Movable Type.
Is Movable Type being run in a persistent environment such as FastCGI or mod_perl? If so, any changes in the Movable Type code (including installing or uninstalling a plugin) normally require a restart of the web server in order for the change in code to take effect.
