In order to restore the backup in Movable Type 4.24, the backup would need to be created in that same version (as it contains a different database schema). So, your options would be to upgrade the old installation and then create a new backup file, or install Movable Type 4.23 in the new location, restore the file, and then upgrade again to Movable Type 4.24.
